I'm now doubtful of the merit of answering the Council's consultation by sticking to the headings in the draft policy document.
Instead I am tending to think it would be good if the Council had some responses which basically answered the following questions, because these are the questions which non-specialists (eg MPs) always ask:
What is it that really upsets/annoys you about these proposals? Are you SURE this is what the document is saying? Why are you so sure? Hmm I agree that the bit you've just quoted doesn't sound too good but it will probably be fine. Why do you always assume the worst? It can't all be doom and gloom though! Isn't there anything you like about it? I'm told that the policy was approved by the legal dept/Safeguarding Board. Are you really saying these people don't know what they are talking about? Surely in the end it just comes down to interpretation because the law is pretty woolly and contradictory isn't it?
